Basecoats: brush, airbrush or spray can?

Tried using some Citadel Macragge blue to paint my new space marines but the paint came out with a sort of powdery texture. Any idea why or tips to smooth it out? :

Went to touch up parts of the power pack after priming with Macraggre Blue spray. The spray seems to be significantly lighter color than the normal base Macragge Blue. Anyone know why? :
